Meet Our Senior Leadership Team

Aaron Wilcox
Aaron Wilcox was named CEO of Wilcox and Flegel in March of 2022. In this position, he takes on the role of lead visionary, focusing on the long-term goals and trajectory for the company. A third-generation leader of Wilcox and Flegel, Aaron served as President for more than 6 years. With an MBA from Loyola Marymount, Aaron is enthusiastic about creating an inclusive, collaborative, and engaging culture that supports a high-performing workforce. As a member of Vistage Worldwide, he actively promotes education and life-long learning throughout the company. He’s also passionate about giving back to the community. During the summer, you can often find him traveling with his wife and two daughters, either on the ski slopes in the winter or on his mountain bike in the summer.

Bill Hall
Bill Hall was named President of Wilcox and Flegel Oil Co. in March of 2022, assuming a role in which he currently oversees the day-to-day operation of the company. For the prior three years, he served as Vice President, where he was responsible for leading the successful deployment of Wilcox and Flegel’s Entrepreneurial Operating System (EOS) to achieve the organization’s Mission, Vision and Strategic Plan. As the Vice President, Bill was also responsible for the P&L, as well as harmoniously integrating the major functions of the business. Before becoming Vice President, Bill was the Sr. Director of Sales and Marketing at Wilcox and Flegel where he was responsible for managing all brands, distribution channels, and deployment of sales for the organization. Prior to Wilcox and Flegel, Bill spent 25 years in the Instrumentation and Process Automation field in various positions including field technician, process control engineer, sales engineer, and director. Bill has a bachelor’s degree in business administration from Warner Pacific University in Portland, Oregon as well as many professional/technical certifications. He continues to develop through Vistage Worldwide, professional coaches, and online university curriculum. Bill currently sits on three boards, two educational and one faith related. He has been married for 28 years and has two daughters. In his free time, you can find him fishing offshore or working on classic cars.

Carson Williquette
Carson Williquette was named Vice President of Distribution in April 2025. In this position, he is responsible to set the strategic direction and profitable growth of our retail and commercial fuel and lubricant distribution, warehouses, reliability services, and cardlock stations. Carson leads our warehouse operations, commercial sales, sales operations and cardlock, customer experience, and reliability services teams. He is passionate about growing and creating lasting customer relationships, developing the team members within our organization, while ensuring a successful and sustainable business.
Carson joined Wilcox + Flegel in 2010 as a Commercial Sales Account Manager in 2010. Working from Tacoma, WA to Portland, OR, Carson was responsible to grow fuel and lubricant sales throughout the territory. In this position, Carson gained invaluable industry knowledge and built lasting relationships across our customer base. In 2015, Carson moved into a Sales Leadership role, and with assistance from the organization, he began working towards his bachelor’s degree in the evenings and on weekends. In August of 2020, Carson successfully completed the Business Administration Bachelor’s Degree program from Warner Pacific University.
In his free time, Carson loves to cook and try new recipes, especially on the BBQ. He also enjoys fishing and quality time with his four boys and wife. Carson volunteers frequently at his church and serves on the Longview Youth Baseball board as a coach and a sponsorship chair.

Stacy Scott
Stacy Scott is taking on a new high impact project for Wilcox and Flegel. She is currently working as the ERP Project Director for Wilcox and Flegel Oil Co. In this position, she is responsible for working closely with the MS Implementation team to develop, plan and implement the Enterprise Resource Planning (ERP) system to achieve the organization’s Mission, Vision, and Strategic Plan. Stacy manages the entire scope of the project, setting deadlines and deliverables, assigning responsibilities, ensuring project goals are met within approved budget, and leading implementation of new organizational processes.
For the 15 years prior, Stacy held multiple roles within the company including her most recent position, Director of Customer Service. Stacy has over 8 years of experience in leadership, 10 years of experience in project management and continues to develop through Vistage Worldwide, professional coaches, and online university curriculum. Stacy has her Associates Degree in Business Technology and is currently pursuing her CAPM certification.
In Stacy’s free time, you can find her spending time in the outdoors with her 11-year-old son, fishing, hunting, riding ATVs, and camping.

Monica Wallace
Monica Wallace started her career in the Petroleum Industry in 1996 with the Longview, WA based company Cooper Oil Inc. In 2004 when Cooper Oil was purchased by Wilcox and Flegel, Monica transitioned to Wilcox and Flegel as an Administrative Management Specialist. Within her time at Wilcox and Flegel Monica has served in many operational positions of Maintenance Manager, Fuel Supply Manager, Regional Operations Manager, as well as the Regional Director of Operations. Monica was named Director of Bulk Fuel and Transport in December of 2022, a role in which she leads the Retail Sales Team, Fleet Maintenance, the Transport Drivers Division, and the Dispatch Team. She is responsible for leading strategic initiatives and driving operational excellence in the dynamic realm of fuel logistics to reach the company’s mission and vision.. She is passionate about the people in the organization, and ensuring we are creating an environment for learning and development to take us into the future. Monica and her husband Sean have two boys who love to play baseball, enjoy the great outdoors, and travel as much as possible.

Don Buck
Don was named Director of Retail Operations in 2024, overseeing Flyways convenience stores and restaurant locations owned and operated by Wilcox and Flegel. In this role, he drives the retail mission and provides strategic leadership to enhance profitability and growth. Don is dedicated to empowering teams to deliver exceptional customer experiences in clean, safe, and enjoyable environments.
With over 30 years of retail experience, Don has lead and developed teams in various leadership roles. He has successfully developed retail and merchandising strategies across multiple markets, managed operations across numerous locations and states, and managed franchise relations with one of the largest franchise organizations. His passion and experience span multi-unit leadership, sales growth, P&L management, and team development. Throughout his career, Don has led cross-functional initiatives that improved performance, enhanced training programs, and increased profitability.
Outside of Wilcox and Flegel, Don enjoys hiking, reading, and spending quality time with his wife, children, and granddaughter.

Pablo Rappi, CPA / CFF, CGMA
Pablo was named Senior Director of Finance in 2025, overseeing Finance and Accounting for Wilcox and Flegel.
In this role, he sets the Finance Vision for the team, partners with the organization to drive profitable growth, and provides actionable insights and data analytics.
Pablo was previously a Director of Finance at Transamerica and at RealWear, a Vancouver-based augmented reality startup. Prior to that, Pablo was a Director in the Strategic Planning & Analysis group of AIG’s Life and Retirement business. Prior to AIG, he was at Stanley Black & Decker within its Oil & Gas division, CRC-Evans, as its Director of Financial Planning & Analysis. He started his career at Ernst & Young and worked for several other consulting firms. His consulting experience focused on fraud investigations, valuation, commercial litigation and disputes, mergers & acquisitions, and forensic accounting.
Pablo received an MBA in finance and BBA in accounting from The University of Texas at Austin, so he’s a proud Longhorn. He is a CPA licensed in Washington, is Certified in Financial Forensics and holds a Chartered Global Management Accountant designation.
Outside of Wilcox and Flegel, Pablo and his wife of over 20 years and their two teenage kids enjoy spending time together outdoors and exploring the beauty of the Pacific Northwest. He is originally from Argentina and is fluent in Spanish.
